The bolts were too fat for the sign holes. I have to go buy new bolts before I can mount the sign. But the sign is excellent.

I ordered two bolt kits. One kit had only 3 nuts in it and two lockwashers. The other kit was also missing something (I don't recall what it was now). For the price of the kit, if the package has four bolts, it also should have four nuts, lockwashers, and nylon washers.
