The cardboard wrapping over the entire package had been torn somehow during shipping right over the area with a small plastic bag was holding the hardware. The plastic bag had been ripped open and the contents were loose inside the rest of the package. After gathering the hardware that was spread out in the rest of the package I found that screw was missing.
